Riot Shield Shredder is a special variant of the trappable villain Shield Shredder for Skylanders Trap Team. He was an exclusive gift to E3 2014 attendees coming in an already pre-trapped Life Trap. There is no information on if he will get his own public release. In the past no E3 gift has seen a public release, but in the past all special characters were only painted variants not in game named variants. Riot Shield Shredder is expected to show up as a named character in the game. In the past these named variants have always been available for purchase in stores. For now he is going to be considered a Rare Character.
