The Sea Racing pack is a brand new add on for Skylanders SuperChargers. The Racing Pack comes with Deep Dive Gill Grunt, the Reef Ripper and the Golden Queen Villain Trophy. It will be available with Wave 1 release Skylanders for SuperChargers and will be at least available from Best Buy. It's unlikely that it's a Best Buy Exclusive, but they are so far the only website to show that it will be available on day one.
